The “Training Institute cum Central Labour Library and Model Labour Welfare Centre” was founded in the year 1951 by the Labour Department, Government of West Bengal and the present building was inaugurated on 10/9/1966 by Late P.C. Sen, the then Chief Minister of West Bengal.

The Central Library acquired books to provide facilities for study & research on labour matters to the students of the Institute, Officers, Trade Union leaders and other Officers who were interested in the subject.

In the year 1989, this Course was upgraded to a One Year “Diploma Course in Personnel Management, Industrial Relations & Labour Welfare”. A Branch of this Institute was established at North Bengal in Siliguri in 1994 and this course was introduced there also. This course had to be discontinued in the tear 2000 following the Regulations laid down by the All India Council for Technical Education (AICTE).

From the years 2001 the Advanced Course in Personnel Management, Industrial Relations & Labour Welfare was introduced under the affiliation of the West Bengal State Council of Technical Education, Govt. of West Bengal. The Council conducted the final examination and awarded Certificates to the successful candidates of both the Centres.

This Advanced Certificate Course was upgraded to the present One Year full time Course in P.G. Diploma in Human Resource Development & Labour Welfare in the year 2004.

This Institute was renamed as “State Labour Institute” in the year 1990.
